　　Eversincethewar,theGovernmenthasbeencarryingoutaprogrammeofdevelopmentinthearea

　　northoftheArcticCircle.Duringthepastfewyearsthisprogrammehashadagreatdealofsuccess:

　　Tromsohasbeenbuiltupintoalocalcapitalwithauniversity,alargehospitalandahealthyindustry.But

　　theoilindustryhasalreadystartedtodrawpeoplesouth,andwithinafewyearsthewholenorthern

　　policycouldbeinruins.

　　Theeffectsoftheoilindustrywouldnotbelimitedtothenorth,however.Withnearly100percent

　　employment,everyonecanseeasituationdevelopinginwhichtheserviceindustriesandthetourist

　　industrywilllosemoreoftheirworkerstotheoilindustry.Somesmallerindustriesmightevendisappear

　　altogetherwhenitbecomescheapertobuygoodsfromabroad.

　　TherealargumentoveroilisitsthreattotheNorwegianwayoflife.Farmersandfishermendonot

　　makeupmostofthepopulation,buttheyareanimportantpartofit,becauseNorwegiansseeinthem

　　manyofthequalitiesthattheyregardwithprideasessentiallyNorwegian.Anditisthefarmersandthe

　　fishermenwhoaremostcriticaloftheoilindustrybecauseofthedamagethatitmightcausetothe
