　　1.指的是某个时间段内不能使用手机,后面的shouldnotbeusingyourphone指的不是time的状态,times是一个限定条件.如果是thetime___you'vewasted,这里可以用that,因为wasted是修饰time.

　　2.如果填when,这一句话就必须有前文,变成当wehavetroubledoingsomething的时候,itoftenhappens.那么我就要问了,whatoftenhappens?这个句子的原意是"wehavetroubledoingsomething"这个事件oftenhappens,所以要用that引导后面的从句.
