InMarch3rd,theUnitedNationsSecurityCouncilwith14votesfor,1abstentionsthevotingresult,passedontheIrannuclearissueresolution1803rd.AnewresolutiononIran'snuclearprogramandtherelatedfieldsofsanctions,askedIrantocomplywiththerelevantresolutionsoftheSecurityCouncil,tohalturaniumenrichmentandotherrelatedactivities,andtofurtherclarifyitsnuclearprograminsomebeinsuspenseproblem;ontheotherhandalsoemphasizesthattostrengthendiplomaticefforts,andIrantoresumedialogueandnegotiation,seekingacomprehensive,disputepersistent,properlysolution.AnewSecurityCouncilresolutionisregardingtheIraniannuclearissuethroughthefourthresolution.Itsanctionsandencouragednegotiationstwotomaintainacertainbalance,reflectstheinternationalcommunityontheIraniannuclearissuelingeringconcerns.

　　Objectivelyspeaking,sincetheSecurityCouncilpassedaresolutionthatresolution1747th,theIraniannuclearissuesolutiongainedcertainheadway.Iranonitsnuclearprogramintheoutsidefeeldoubtresponded,andprovidetherelevantmaterials.However,theInternationalAtomicEnergyAgencyreleasedthelatestreportshows,IranandnotinaccordancewiththeresolutionsoftheSecurityCouncil,tostopitsuraniumenrichmentactivities,butalsothedevelopmentofnovelcentrifuge,whichraisesconcerns.Accordingtothereport,stillunabletodetermineIran'snuclearprogramissolelyforpeacefulpurposes,theIraniannuclearissueandnotbreakdeadlock.

　　Itshouldbepointedout,thenewresolutiononsanctionsagainsttheobjecttohavethestrictlimit,onlywiththesensitivedualpurposenuclearprogramrelatedpersonnelandinstitutions,andregulatessanctionsare"reversible",i.e.,ifIranistotakepositivestepstoimplementtheresolutionsoftheSecurityCouncil,thesesanctionsmaybesuspended,andeventhecompletetermination.ThisisanewresolutiontopromoteIrantoreturntonegotiations,activateanewroundofdiplomaticeffortsmaybeprovided.However,differentcountrieshavedifferentinterpretationoftheresolutionwas.In3oftheSecurityCouncilstatement,Iranrepresentativesaidthenewresolution"unfair,unreasonable,"sayshewon'taccepttherequesttosuspenduraniumenrichment.WhiletheUnitedStatesrepresentativeKhalilZadehstressedthatIranhasnotimplementedtherelevantresolutionsoftheSecurityCouncil,onnuclearnon-proliferationthreat.Thisshows,theIraniannuclearissuefailstosolve,isthesourceofthesidesaseriouslackoftrust.Thisproblemisnotsolved,theIraniannuclearissuecouldnotbreak.

　　Strengthenmutualtrust,needallpartiesconcernedcanseetheresolutionoftalkabouttheactivecontent.AsthepermanentrepresentativeofChinatotheUNSecurityCouncilvoteafterWangGuangyaatspeechplacesays,theresolutionofthegoalisnottopunishIran,buttopromotetheactivationofanewroundofdiplomaticefforts.TheIraniannuclearissueformanyyearsdisputealsoshowsthat,dependingonlyonthesanctionswillnotsolvetheproblem,orismoredetrimental.
